Position Summary:

The Payroll Manager leads the payroll function, managing systems, processes, and staff to ensure timely and accurate compensation for all employees. This role requires strong attention to detail, knowledge of payroll regulations, and leadership skills. The Payroll Manager will oversee multi-state bi-weekly payrolls, conduct audits to ensure adherence to application policies and regulations, reconcile and resolve complex payroll processing and employee payroll issues to ensure smooth payroll processing. Ensures payroll reporting and payments are compliant with company policy, generally accepted accounting principles, and federal, state, and IRS regulations. Research and interpret federal and state regulatory requirements and resolve tax, withholding, garnishment, and wage/hour issues for payroll processing.

Manager Responsibilities:

  • Oversees the daily workflow of the department.
  • Ensures Payroll Standard Operational Procedures are created and maintained.
  • Ensures Payroll Governance and controls are in place.
  • Implement and improve payroll processes and systems
  • Continuously initiates streamlined processes
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.
  • Recruits, interviews, hires and trains new staff in the department.

Duties/Responsibilities:

  • Responsible for overseeing on-cycle and off-cycle payroll for 4 locations located in California, New Jersey, and Georgia for 3,000+ for both exempt and nonexempt employees across the United States.
  • Processing payroll for the corporate employees, which includes executives and a few expats.
  • Supervise processing of special payrolls including merit, bonus, and year-end adjustments.
  • Review and approve all earnings, deductions, and tax calculations in the payroll system.
  • Work with payroll vendors to ensure timeliness and accuracy of all payroll tax filings, and amendments including year-end processing of W-2 and 1099-R forms.
  • Ensure compliance with Federal and State wage and hour laws.
  • Provide data and Payroll KPIs as needed to support operations, analysis, and audits.
  • In collaboration with HR Operations and other business partners, evaluate and analyze existing payroll policies, procedures, and business processes. Draft, propose, and implement changes and/or quality control measures leading to best-practice operations.
  • Resolve escalated issues/questions from managers and employees as they relate to the processing of payroll information such as vacation, banking, garnishments, retroactive pay calculations, tax questions, and any other payroll-related changes.
  • Management of payroll and time-keeping systems.
  • Maintain a high level of customer service standards.
  • Build collaborative relationships with business partners.
  • Performs other related duties as assigned.

Minimum Qualifications:

  • Understanding state regulatory and payroll compliance law, in particular in the state of Philadelphia, California, and New Jersey.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Strong leadership skills.
  • Excellent customer service and communication skills.
  • Proficient with Microsoft Office or Google Suites
  • Proficient with Ultimate Kronos Group (UKG) payroll and time & attendance software.
  • Ability to work evenings and some weekends as required.
  • Bachelor's degree in Accounting, Business Administration, Human Resources, or related fields.
  • Minimum 4 years of experience processing multi-state payroll
  • Minimum 2 years prior manager experience

Desired Qualifications:

  • Proficient with UKG Pro (UKG) HCM System.
  • Proficient with Microsoft Office
  • Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) certification preferred.
  • Ability to work well in a team environment and collaborate up and down the organization.
  • A proven track record of results with a bias for action.
