The Technical Project Manager profile identifies an expert in project management with specific experience and knowledge in the domain of the lot. The other required qualities are:
Excellent knowledge of project management techniques and good practices with ability to create and maintain the project master plan
Excellent capacity in managing the development and implementation of ICT systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, quality and methodology
Ability to develop proposals for project strategies
Excellent capacity in tasks and deliverables definition, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization
Lead functional working groups and all kind of project meetings
Very good ability in estimating costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference
Committed to prepare and maintain project and quality plans and track activities against the plan, provide regular and accurate reports
Monitor costs, timescales and resources used, and take action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria
Manage the change control procedure gaining agreement for revisions to the project from project sponsors
Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience
Excellent knowledge of IT best practices (ITIL, COBIT, etc.)
Very good technical knowledge in the area covered by the lot
Skills & Requirements
This profile must have the required flexibility to work on several activities in parallel.The main tasks required by this profile are:
Usage of project management tools. Willingness to use the project management tools as specified by Parliament
Reporting to managers and stakeholders
Proactively identify possible risks and propose mitigations
Keeping the project aligned with the (possible changing) objectives of the organization
Bachelor for Standard level and Master for Senior level
In relation to the description:
Minimum 2 years for Standard level and minimum 8 years for Senior level of professional experience in the domain of the lot.
Professional experience will focus on the technical expertise related to the technical area (see the lot’s description) and on the following topics:
A proof of training in the domain of Project Management.
Experience in ICT project management
